Sarathi Parivahan is India’s official government portal for everything related to driving licenses. One URL, one login, and you can apply for a learner license, renew your DL, book a driving test slot, or download a digital copy without standing in a queue.
This guide covers every service, every fee, and every step, so you know exactly what to do before you open the site.
What is Sarathi Parivahan?
History and purpose
The Ministry of Road Transport and Highways (MoRTH) launched Sarathi Parivahan as part of India’s push to digitize road transport services. Before it existed, driving license applications meant multiple RTO visits, paper forms, and unpredictable waiting times. The portal changed that by moving the entire process online, from application to slot booking to status tracking.
The goal was simple: reduce corruption, cut down processing time, and make driving license services accessible to people across the country without geography being a barrier.
Integration with Parivahan Sewa
Sarathi Parivahan runs under the larger Parivahan Sewa ecosystem managed by MoRTH. Parivahan Sewa handles both vehicle registration (Vahan) and driving license services (Sarathi). If you’ve ever renewed your vehicle registration online, you’ve used the same system. Sarathi handles only the license side.
States covered
Sarathi Parivahan covers all states and union territories. A few states (Telangana, Delhi, some others) have their own integrated portals but connect back to the national system. Your DL data lives in a central database regardless of which state issued it.
Benefits of online driving license services
No one wants to take a half-day off work to sit at an RTO. The online system fixes that.
- Applications submitted 24/7, not just during office hours
- Slot booking from your phone, weeks in advance
- Status tracking without calling the RTO
- Digital DL available via DigiLocker, accepted as valid ID
- Fee payment through net banking, UPI, or debit/credit card
- Reduced scope for unofficial “facilitation fees”
Services available on Sarathi Parivahan
Learner license application
Your first step before getting a permanent driving license. The LL is now issued online after you pass a computer-based test at the RTO. No paper forms, no manual processing.
Permanent driving license
After holding a learner license for at least 30 days (and within 180 days), you apply for the permanent DL. This requires booking a driving test slot at your nearest RTO.
Driving license renewal
DLs expire. The portal handles renewals, and you can renew up to 1 year before expiry or within 5 years after (with a late fee). No need to visit in person for most renewal cases.
Duplicate driving license
Lost your DL or it’s damaged beyond use? Apply for a duplicate through Sarathi Parivahan. You’ll need a police complaint (FIR) for a lost license before applying.
International driving permit
Travelling abroad and planning to drive? The IDP is issued through Sarathi Parivahan for countries that accept it. Valid for 1 year from issue date.
Address change in DL
Moved to a new city or state? Update your address in the DL database through the portal. A new card gets issued with the updated details.
Mobile number update
If your registered mobile number has changed, update it through the portal before doing anything else. OTPs go to the registered number, so an outdated one locks you out of the system.
How to register on Sarathi Parivahan
Step-by-step process
- Go to parivahan.gov.in/sarathiservice
- Select your state from the dropdown
- Click “New Driving License” or whichever service you need
- Click “Apply Online”
- Fill in your name, date of birth, address, and Aadhaar details
- Upload the required documents
- Pay the fee online
- Book your slot (for learner license test or driving test)
- Note your application number for status tracking
Required documents
- Aadhaar card (identity and address proof)
- Date of birth proof (Aadhaar, birth certificate, or class 10 marksheet)
- Passport-size photos (uploaded digitally)
- Medical certificate (Form 1A, self-declaration for most license classes)
- Existing DL (for renewals or upgrades)
- FIR copy (for duplicate DL applications)
Common registration errors
“Aadhaar not verified”: Check that your name and date of birth exactly match your Aadhaar. Even a single character mismatch fails the verification.
“Mobile number already registered”: Someone (possibly you, from a previous attempt) used that number. Use the “Forgot Password” option or contact the helpdesk.
Payment successful but application not submitted: Take a screenshot of the payment confirmation. Don’t pay again. Contact the Sarathi helpdesk with the transaction ID.
Apply for learner license online
Eligibility
- 16 years for motorcycles up to 50cc (with parent/guardian consent)
- 18 years for all other vehicles
- Must not hold an existing valid DL for the same vehicle class
Fees
| Service | Fee |
|---|---|
| Learner License (per class) | ₹150 |
| LL Test retake | ₹50 |
| Smart Card fee (if applicable) | ₹200 |
Online test process
After your application is submitted and fee paid, you book a slot for the LL test at your RTO. The test is computer-based, 20 questions on traffic rules and signs, and you need 12 correct to pass (60%). It takes about 10 minutes.
If you fail, you can rebook after 7 days. There’s no limit on attempts, but each retake costs ₹50.
Mock test preparation
Sarathi Parivahan has a built-in mock test on the portal. Use it. The actual test pulls from the same question bank. You can also find state-specific question sets on the portal since some questions reference local traffic rules.
Apply for permanent driving license
Slot booking
After your learner license is issued and 30 days have passed (minimum), log back into Sarathi Parivahan and apply for the permanent DL. You’ll book a slot for a practical driving test at your RTO.
Slots fill up fast in metro RTOs. Book as soon as the 30-day window opens. Rural and smaller RTOs usually have more availability.
Driving test requirements
Show up with:
- Original learner license
- Application printout
- The vehicle you’ll be tested on (some RTOs provide test vehicles; confirm beforehand)
The test typically involves a figure-8 track test, a slope test (for two-wheelers), and basic road sense observation. Duration: 10-15 minutes.
DL issuance timeline
If you pass, the DL is dispatched by speed post to your registered address within 7-14 working days. You can track the dispatch through the India Post tracking number sent to your mobile.

Sarathi Parivahan application status check
Track DL status
- Go to parivahan.gov.in/sarathiservice
- Select your state
- Click “Application Status”
- Enter your application number and date of birth
- The current status shows on screen
Statuses you’ll see: Application Submitted, Under Review, Approved, Dispatched, Delivered.
Track learner license status
Same process. For LL applications specifically, you’ll also see whether the test is scheduled, completed (pass/fail), and whether the LL has been generated.
Troubleshooting status errors
“Application not found”: Double-check the application number. It’s case-sensitive in some states. If the error persists after 48 hours of applying, contact the helpdesk.
Status stuck on “Under Review” for weeks: This usually means a document is flagged. Visit the RTO with originals to confirm. Calling the helpdesk rarely resolves document issues.
“Payment successful” but no application number generated: This is a system glitch. Don’t repay. Write to the state Sarathi helpdesk email with your transaction reference and screenshot.
Download driving license online
DigiLocker method
- Open DigiLocker (digilocker.gov.in or the app)
- Sign in with your mobile number and Aadhaar
- Go to “Issued Documents”
- Search for “Driving License” under MoRTH
- It pulls your DL digitally
The DigiLocker DL is legally valid under the IT Act. Traffic police can verify it directly. You don’t need the physical card.
mParivahan method
- Download mParivahan from Play Store or App Store
- Sign in and enter your DL number
- Your DL appears as a virtual card
The mParivahan virtual DL is also legally accepted at traffic checkpoints across India.
PDF download guide
Sarathi Parivahan itself doesn’t generate a downloadable PDF of your DL. For an offline copy, use DigiLocker’s download option. It produces a certified PDF with a QR code for verification.
State-wise Sarathi services
Sarathi Parivahan UP
Uttar Pradesh runs its services through the national Sarathi portal with no separate state system. Select “Uttar Pradesh” from the state dropdown. UP has some of the highest RTO traffic volumes in India, so slot availability can be tight in Lucknow, Noida, and Kanpur. Book slots early.
Sarathi Parivahan MP
Madhya Pradesh uses the national Sarathi Parivahan portal. Bhopal and Indore RTOs are the busiest. MP has a separate helpline number: check the MP transport website for the current number since it updates periodically.
Sarathi Parivahan Maharashtra
Maharashtra is one of the heavier-traffic states on the portal. Mumbai, Pune, and Nashik RTOs run at near-full capacity on slot bookings. Maharashtra also has a state transport app (MahaTraffic) that integrates with Sarathi data.
Sarathi Parivahan Rajasthan
Rajasthan uses the national portal. Jaipur, Jodhpur, and Udaipur are the main busy RTOs. Rajasthan has been relatively consistent in processing times (7-10 days for DL dispatch) compared to some larger states.
Sarathi Parivahan Bihar
Bihar runs through the national Sarathi Parivahan system. Patna RTO handles the highest volume. Processing can be slower here; 14-21 days for DL dispatch is common. Track your application regularly and don’t assume no news is good news.
Common problems and solutions
Payment failed
First, check your bank statement before attempting payment again. Many “failed” payments are actually pending transactions that resolve within 24 hours. If money was deducted and no confirmation came, wait 48 hours. Then raise a refund request through the portal’s grievance section with your transaction ID.
Application rejected
Rejection reasons are listed in your application status. Common ones:
- Photo not meeting specifications (dark background, glasses, head covering)
- Document not legible (blurry upload)
- Name mismatch between Aadhaar and application form
Fix the flagged issue and reapply. You don’t need to pay again if the fee was already processed; check the portal instructions for your specific rejection reason.
Test slot not available
This happens most in major cities. Options:
- Check at odd hours (early morning or late evening) since cancellations open up slots
- Try booking for an RTO slightly outside your city; slots are often available there
- The portal sometimes releases new slots monthly; set a reminder to check
OTP not received
- Confirm the mobile number linked to your Aadhaar is the one you entered
- Check if your number is on DND (Do Not Disturb); OTP SMS can be blocked
- Wait 2 minutes before requesting a resend
- If still not received, use the “Login via Aadhaar OTP” option as an alternative
Frequently asked questions
What is Sarathi Parivahan and who manages it?
Sarathi Parivahan is the official online portal for driving license services in India, managed by the Ministry of Road Transport and Highways (MoRTH). It handles learner licenses, permanent DLs, renewals, duplicates, and more.
Is Sarathi Parivahan free to use?
The portal itself is free. The services (applications, renewals, tests) carry government-fixed fees as listed above.
Can I apply from any state on Sarathi Parivahan?
You apply based on your home RTO, which is in your state of residence. You can’t apply in a different state unless you’ve officially shifted residence there.
How long does a learner license take to issue?
The LL is usually generated digitally within 1-3 working days of passing the test. A physical card is sent by post if your state issues one, though many states now rely on the DigiLocker copy.
What happens if I miss my driving test slot?
You’ll need to rebook. Missed slots typically aren’t refunded but check your state-specific policy. Rescheduling is available on the portal.
Can I renew my DL online without visiting the RTO?
For most non-commercial licenses in good standing, yes. If your DL has been expired for over 5 years, or if it involves a medical fitness requirement, you may need an in-person visit.
Is the DigiLocker driving license valid as ID proof?
Yes. The Supreme Court of India and MoRTH have confirmed that DigiLocker documents are legally valid. Traffic police can scan the QR code to verify.
What is the minimum age for a permanent driving license?
18 years for all motorized vehicles except gearless motorcycles under 50cc, which allow applications from age 16 with guardian consent.
How many vehicle classes can I add to one DL?
Multiple classes can be added to a single DL (motorcycle, LMV, MCWG, etc.). Each additional class requires a separate application and fee.
Can I check my DL details without logging in?
Yes. The “Know Your Application Status” and “Verify DL Details” sections on the Sarathi Parivahan portal are accessible without login. You’ll need your DL number or application number.
What does MCWG mean on a driving license?
Motorcycle With Gear. It covers gear-based motorcycles and scooters. MCWOG is Motorcycle Without Gear (automatic scooters, mopeds).
How do I get an international driving permit through Sarathi Parivahan?
Apply through the portal under the “International Driving Permit” service. You’ll need a valid Indian DL, passport copy, and visa/ticket proof. The IDP is issued at the RTO (usually within 1-3 working days) and is valid in countries that follow the 1949 or 1968 Geneva Convention.
What if my address on the DL is wrong?
Apply for an “Address Change” through Sarathi Parivahan. Upload the new address proof (Aadhaar, utility bill, etc.) and a new card gets issued within 7-14 days.
Is the mParivahan virtual DL accepted across India?
Yes, per MoRTH notification. All traffic authorities across India must accept virtual DL shown on mParivahan or DigiLocker.
What documents do I need for DL renewal?
Current DL (or its number), Aadhaar, a recent photo, and a medical certificate if you’re over 40 (for certain license classes). The portal prompts you with the exact list based on your renewal type.
Can I apply for a DL if I have a traffic challan pending?
Outstanding challans don’t block DL applications directly, but states are increasingly integrating traffic violation data. Clearing pending challans before applying is cleaner and avoids potential delays.
Why was my photo rejected?
Common photo rejection reasons: background not white/light, sunglasses or tinted lenses, head covering, image too dark, or file size too large. The portal specifies: JPEG, under 100KB, plain background, full face visible.
How long is a permanent driving license valid?
20 years from issue date or until age 50, whichever comes first. After age 50, it’s renewable every 5 years with a medical certificate.
Can I transfer my DL to a different state?
Yes. If you move permanently, apply for “Change of Address” on Sarathi Parivahan with your new state address proof. The DL data transfers to the new state’s RTO in the central database.
What is Form 1A in DL applications?
Form 1A is the self-declaration medical fitness form for non-transport vehicle licenses. It declares you have no medical conditions that impair safe driving. Transport vehicle licenses (commercial) require Form 1 signed by a registered medical practitioner.
How do I contact Sarathi Parivahan support?
The helpdesk email is helpdesk-sarathi@gov.in. For phone support, the national transport helpline is 1800-120-1111 (toll-free). Response times vary; email with your application number and a screenshot gets faster resolution than a call.
What happens if my DL is not received by post?
Track the India Post tracking number sent to your mobile after dispatch. If it shows “not delivered” or “returned to sender,” visit the RTO with your application number. They can reissue the dispatch.
Can a driving school apply on my behalf?
Yes. Registered driving schools can assist with applications. But the Aadhaar verification and biometrics still require your personal presence at some point in the process.
Is there a way to check if my DL is valid without the physical card?
Yes. Enter your DL number in the “Verify DL Details” section on Sarathi Parivahan. It shows validity dates, vehicle classes, and current status. No login required.
What’s the difference between Vahan and Sarathi on Parivahan Sewa?
Vahan handles vehicle registration (RC, fitness certificates, permits). Sarathi handles driving licenses. Both run under parivahan.gov.in but are separate services.
Sarathi Parivahan has made the entire driving license process genuinely accessible if you know where to look and what to prepare. Get your documents ready, book your slots early in busy cities, and use DigiLocker once your DL is issued. The physical card matters less and less.
